Course Content

This course aims to provide a comprehensive introduction to the law and institutions of the European Union (EU), examining the legal framework that governs the functioning of the EU and the relationship between EU law and national law. The course will begin by exploring the historical development and fundamental principles of the EU legal system, including the sources of EU law, such as the EU treaties, regulations, and directives, and the principles of direct effect, supremacy, and subsidiarity. The course will then examine the institutional framework of the EU, including the roles and functions of the main EU institutions, such as the European Commission, the Council of the European Union, the European Parliament, and the Court of Justice of the European Union, and their interaction in the EU decision-making process. The course will also analyze the legal and policy-making processes of the EU, including the ordinary legislative procedure, the special legislative procedures, and the non-legislative acts, such as delegated and implementing acts. The course will provide an overview of the substantive areas of EU law, such as the internal market, competition law, environmental law, social policy, and external relations, and their impact on the Member States and citizens. The course will also explore the fundamental rights and principles of EU law, including the Charter of Fundamental Rights of the European Union, and their application in the EU legal system. Finally, the course will examine the challenges and opportunities for the future development of the EU legal system, including the impact of Brexit, the rule of law crisis, and the need for institutional reform. Throughout the course, students will engage with both theoretical and practical aspects of EU law and institutions, developing a comprehensive understanding of their importance for the functioning of the EU and the protection of the rights and interests of EU citizens and businesses.
