Course Content
This course aims to provide a comprehensive overview of the reform process in Turkish public administration, examining the historical context, key areas, major initiatives, challenges, and outcomes of reform efforts in recent decades. The course will begin by exploring the historical context and drivers of public administration reform in Turkey, including the legacy of the Ottoman bureaucracy, the modernization and Westernization efforts of the early Republican period, and the more recent pressures for democratization, decentralization, and Europeanization. The course will then examine the key areas and dimensions of reform in Turkish public administration, including organizational structure, human resources, service delivery, and accountability. The course will analyze the major reform initiatives and programs implemented in Turkish public administration in recent decades, such as the Public Financial Management and Control Law, the Civil Service Reform, and the Local Administration Reform.
